The starred folders are Special Folders

     

These folders carry files that are created by the system, like generated forms, resources that are added to the system through a section and reports that are created. 

The resource in Special Folders are copies of the originals. Meaning, when a form is created and pushed to the users bookshelf, the file in the bookshelf is the original copy and the one seen in the Resource manager is a copy. 
You can know copied files from originals by the squiggly arrow.
